Circlets, unlike other items, do not come in Normal/Exceptional/Elite versions. Instead, there are only four circlets, each suited for different parts of the game. The Circlet is equivalent to the Normal version, the Coronet to the Exceptional, and both the Tiara and Diadem are equivalent to Elite items.

The items also have an increased magic level. This helps generate higher level prefixes and suffixes to the circlets when they are dropped. Essentially this works by adding the magic level onto the monster level of the monster that drops the circlet. The higher monster level then in turn allows for better properties to spawn on the circlet. Note that this only applies if the item spawns as a magic or rare circlet; normal circlets have no additional properties.
